This paper investigates the role of empathy and the use of service design tools in the context of (governmental) systems and organisational services. We reflect on empathy in design and challenge the often internalised role of the designer to be more externalised, to shift from an empathiser to become an empathy generator. Design approaches should be participatory, including people with the actual, lived experience as experts. Design thinking is a human-centric, iterative process to understand the user, challenge assumptions, and redefine problems. Access to a variety of therapeutic spaces can promote behavioral improvement, reduce violent incidents, and reduce stress.
